Horse Dealers and Livery Stable keepers shall pay four dollars for each license. - (11 ) Peddlers shall pay fifty cents for each license. Any person, except persons peddling newspapers, books or domestic produce as their own producing, who seI14 or offers to sell at retail goods, wares or commodities travelling from place to -place in the streets shall be deemed a peddler.
